7. Are we a learning organisation?

Meaningful learning, evaluation and continuous improvement involves a team collectively taking ownership of the process.  This requires an organisation to be a learning organisation, value the insights gained from measurement and evaluation work, and thoughtfully and intentionally use them to improve practice.  This requires a team culture that values evidence-based decision making and leadership that invests in the time, space and structure that a team needs to succeed in this work.
