Young Londoners Fund

The Mayor's £45 million Young Londoners Fund was launched in 2018 to support children and young people across a range of education, sport, cultural and other activities. Over 200 projects delivering a wide range of activities have been awarded funding.

Those organisations receiving grants from the Young Londoners Fund have access to a support package called Impact for Youth, of which the College is a delivery partner.  We are providing all grantees with the training and support to develop their Theory of Change and evaluation plan for their Young Londoners Fund project to help them to achieve Project Oracle Standard 1. Grantees will also have the opportunity to work towards Standard 2 through the life of project as learning through evaluation is reflected on. The Greater London Authority was one of the early supporters for Project Oracle, and has made a long-term commitment to building the evaluation capacity of youth organisations across London.
 
All organisations that are part of the Young Londoners Fund need to to align their work with the MOPAC (Mayor’s Office for Police and Crime) Youth Outcomes Framework to enable a shared approach to evaluation across the Fund. The outcome areas on the MOPAC framework are offending, violence, and victimisation; behaviour; attitudes and relationships; personal skills and attributes; and mental health and wellbeing. Each area has a set of outcomes with recommended tools and measurement approaches. The College is supporting grantees to think through how their work supports the outcome areas in the MOPAC framework, and how they will plan for evaluation.

​So far, we have trained over 60 organisations in theory of change and evaluation planning. 74 organisations have submitted for Standard 1, and 55 of these have been achieved it. We are continuing to support the year 1 cohort and will continue to work with the remaining grantees in the first cohort and will start round 2 of our support programme in early 2020.
 
We expect that organisations will progress towards Standard 2 in the coming year, after data has been collected against the theory of change and evaluation plan.
 
In early 2020, we will begin a mapping progress aligning the Standards of Evidence with the Confidence Framework and coaching support offered in the Impact Accelerator.
